در میان معارف اسلامی، بخشی که از نمود عینی بیشتر و تأثیر ملموستری در زندگی بشری برخوردار است، بخش قوانین، مقررات، هنجارها و ناهنجاری‌های عملی و الگوهای رفتاری و سبکهای زندگی اسلامی است. چرا که نهایت امر این اصول باید در رفتارها و زندگی مردم نمود داشته باشد. از این رو پژوهشکده شهید اعتباری با حضور در مناطق روستایی به منظور آبادسازی روستاها هنگام ارائهی راهحل جهت برون رفت روستاها از وضعیت فعلی در حوزههای مختلف فرهنگ، اقتصاد و سیاست به پرسشهایی برخورده است. به منظور تدوین الگویِ رفتاریِ مردمِ روستا در جهت افزایش دینداری مردم لاجرم فقه باید نسبت به این مسائل پاسخهای مبتنی بر اصول اسلامی را استخراج نماید. در این مقاله برخی از این پرسشها که تقریباً در تمامی نواحی روستایی ایران وجود دارد ارائه شده است.
طرح مسئله
این مقاله پس از حضور گروه توسعه محلی در دهستان پادنای وسطی نگاشته شد. بدین صورت که اعضای این گروه پس از انجام مطالعات میدانی در دهستان مذکور به پرسش هایی برخوردند که پاسخ آن ها را کسی نمی دانست. به زعم اعضای گروه، پاسخ این پرسش ها را باید فقیهان بدهند. از این رو مقاله حاضر بخشی از پرسش های واقعی است که در میدان عمل برای اعضای گروه توسعه محلی به وجود آمده است.
